Weaponmaster Training is an account -wide feature that provides access to elite specialization weapons for each profession without having the corresponding elite specialization equipped or trained. I think it's a permanent change, it just happened to launch with the beta. I like it. For now it means I can see all my characters on screen at once, but that may not last long because I think the betas have given me ideas for permanent versions of 2 temporary characters, so I'll be going up to 13 permanent and I'll still want at least 2 spare slots for temporary characters.
Beta characters are purely to experiment with and give feedback. Some games have a separate system apart from the actual game, which probably alleviates the confusion that it is not part of your actual permanent account.
We use beta characters to test combat, we find exploits and other bugs, then the beta character and everything it happened to obtain vanishes at the end of the beta event. Nothing done on a beta character is applied to your account, including anything you put in or take out of your bank.
