In my Game i gave Vito 4 Districts, Cassandra 3 Districts and the Irish Guy 2 Districts. In addition to that u need to do the side quests for each underboss unless you gave him in my case (Vito) 4
Actually yes! It is the correct folder to delete but if you have cloud saves enables for Mafia it can restore the saves you are deleting. If you want to delete these files I would recommend disabling your cloud saves and uninstalling the game. After you do that delete these files and reinstall it. For me it actually worked without reinstalling
